INVITATION TO TENDER.

1.   The Federal Government of Nigeria, through the Sustainable Irrigation Project in Nigeria (SPIN), is seeking a qualified and experienced Consultant to provide a comprehensive Feasibility Study, Survey and Detailed Engineering Design of the Gerio Irrigation Scheme Using Water Abstraction from River Gerio, Adamawa State, Nigeria. The purpose of this consultancy is to provide comprehensive feasibility studies, comprehensive reports, ensuring effective project planning.

2.    Your company is invited to tender for the above subject matter.

3.   SCOPE OF WORK

The Consultant shall perform all tasks necessary for the successful completion of the assignment.

Task 1: Inception Activities

The Consultant shall:

* Review available reports, maps, studies and designs.

* Conduct stakeholder consultations.

* Hold inception meetings with relevant stakeholders.

* Prepare an Inception Report detailing:

   * methodology,

   * work plan,

   * staffing schedule,

   * data requirements,

   * quality assurance procedures.

Deliverable

Task 2: Reconnaissance Survey

The Consultant shall:

* Conduct site visits.

* Identify potential irrigation development areas.

* Assess existing infrastructure.

* Evaluate access roads.

* Identify potential water abstraction locations.

Task 3: Topographic and Engineering Surveys

Carry out detailed surveys including:

   Topographic Survey

* DGPS survey

* Total station survey

* Drone survey

* Contour mapping

Scale requirements:

* 1:2,000 for command areas

* 1:5,000 for general scheme layout

Outputs:

* Digital Terrain Model (DTM)

* Contour maps

* Longitudinal profiles

* Cross sections

Task 4: Hydrological and Water Resources Assessment

Undertake comprehensive hydrological studies of River Gerio.

Activities shall include:

   Hydrology

* Rainfall analysis

* Streamflow analysis

* Low-flow analysis

* Climate change assessment

Water Availability

Determine:

* dependable flows (75%, 80%, 90%)

* seasonal availability

* environmental flow requirements

Water Demand Assessment

Estimate:

* irrigation demand

* livestock demand

* domestic demand

* environmental requirements

Task 5: Soil Survey and Land Evaluation

Conduct detailed soil investigations.

Activities include:

Soil Sampling

Land Suitability Assessment

Classify land as:

* Highly suitable (S1)

* Moderately suitable (S2)

* Marginally suitable (S3)

* Unsuitable (N)

Task 6: Agricultural Assessment

The Consultant shall:

Assess:

* existing farming systems

* cropping patterns

* yields

* input usage

* market opportunities

Recommend:

Task 7: Environmental and Social Assessment

The Consultant shall design the complete irrigation system.

* control systems

Conveyance System

Design:

* rising mains

* pipelines

Distribution System

Design:

Design:

Task 10: Geotechnical Investigations

Carry out:

* boreholes

* trial pits

* laboratory testing

Assess:

ELIGIBILITY REQUIREMENT

Note that the bids will be evaluated on the responsiveness to the below criterion:

     I.       Evidence of Certificate of Incorporation with Corporate affairs commission.

   II.       Registration with Adamawa State Bureau of Public Procurement for 2026.

  III.       Provide Companies 3 preceding years audited account for 2025, 2024, 2023.

 IV.       Tax Clearance Certificate.

   V.       Evidence of registration with National Social Insurance Trust Fund (NSITF) and PENCOM for 2026.

 VI.       Evidence of Registration with Industrial Training Fund (ITF) for 2026.

 VII.       Evidence of Registration with Federal inland Revenue Service (FIRS) for 2026.

VIII.       Specific experience of the Consultant relevant to the assignment.

INSTRUCTION TO BIDDER:

     I.       Inspect the project site, the scope of work, design so as to avoid discrepancies in bill.

   II.       Your company must have capability, to commence work without advance payment to the satisfaction of the client.

 IV.       Submit your work plan and methodology

   V.       Submit bids and all relevant documents online, addressed to: The Honorable Commissioner, Ministry of Water Resources, State Secretariat Complex, Yola.

 VI.       Attach a copy of the receipts as evidence of purchase of bidding documents.

 VII.       Bidders must enclose a bid security or bond with minimum of 3% of the quoted price of the project sum, addressed to The Honorable Commissioner, Ministry of Water Resources State Secretariat Complex Yola.

VIII.       Bidding documents are to be obtained online after the payment of a non-refundable sum of Hundred thousand naira only ₦100,000.00      

 IX.       All submission in response to this invitation should be in English Language.

   X.       Bids must be duly signed by the authorized authority

 XI.       Tenders must be submitted on or before Wednesday 22/07/2026 by 12pm please.

 XII.       Bid opening commence immediately after Bid closing at Ministry of Water Resources Conference Hall Yola.
